Part of the £3.6 million funding secured by PUSH from the Department for Communities and Local Government’s New Growth Points programme is supporting our work on developing and quantifying infrastructure needs. This includes research and studies on Strategic Flood Risk Assessment, Integrated Water Management, Green Infrastructure Strategy and advanced feasibility studies on the two proposed Strategic Development Areas.
We have been actively involved in work to inform the Government’s comprehensive spending review 2007, working with the Treasury, the Department for Communities and Local Government, the Department for Transport and the Department for Environment, Food and Rural Affairs in particular. The South Hampshire Development Profile and a working document on infrastructure and service needs (Delivering growth in urban South Hampshire: investment requirements) were developed in large part to inform the spending review (see link below). Working closely with the Regional Assembly we have made a substantial contribution to work on implementation of the Government’s proposals for a Planning Gain Supplement.
We are developing proposals with Southern Water to support their next submission to Ofwat for investment in drainage infrastructure. We continue to work with the Environment Agency and Natural England in particular on matters such as policy on managing flood risk, flood defences, ecology and habitat protection.

The Planning Theme Group has led a major programme of research and policy development to shape the South Hampshire Sub-Regional Strategy and to inform the Draft South East Plan. Key milestones and outputs include:

Policy SH 14 of the South Hampshire Sub Regional Policy was prepared and submitted to the South East Regional Assembly and has now been considered in the Examination in Public (EIP) of the South East Plan. The Panel’s report on the EIP is now awaited. PUSH partner authorities have resolved to endorse and support the Sustainability Policy Framework taken to the PUSH Joint Committee held on the 18th March 2008. Following the decision each PUSH partner authority will integrate the Policy Framework, set out in the report to the Joint Committee, into their Local Development Framework, at the earliest opportunity.

The framework has been compiled following extensive consultation with stakeholders from the private sector and other relevant public agencies.

A brief has been prepared for the appointment of consultants to undertake a feasibility study on the establishment of a Sub Regional ESCo to facilitate the provision of renewable and low carbon energy supplies especially for new development proposals anticipated in the sub regional strategy. Consultants TEP have been appointed to undertake the preparation of a Green Infrastructure Strategy. A copy of the brief is available. Details of the strategy will be available on this site when the work is completed.
