Glossary of Terms

 

AONB – Area of Outstanding Natural Beauty. The designation as an Area of Outstanding Natural Beauty is to ensure the conservation and enhancement of the natural beauty of an area

BREEAM – Building Research Establishment Environmental Assessment Method. BREEAM assessment methods and tools act at different stages of the construction process and are all designed to help construction professionals understand and mitigate the environmental impacts of the developments they design and build

 

Brownfield site - A previously developed site that will be re-developed to provide either housing or business premises

DCLG – Department for Communities and Local Government. It sets UK policy on local government, housing, urban regeneration, planning and fire and rescue.

DFT – Department for Transport. The department provides the focus on delivering the Government's transport strategy. Its role is to set the strategy and policy context, and to manage relationships with the delivery agencies.

ESCo – Energy Services Company

GOSE – Government Office for the South East. They represent central government in the region and their role is to promote better and more effective integration of Government policies and programmes at a regional and local level

Greenfield site - A site where no previous development has taken place

GVA – Gross Value Added

HEP – Hampshire Economic Partnership. It brings together business and local government to influence government policy and support the economic prosperity of Hampshire and its cities by identifying and championing the needs and priorities of Hampshire business, providing an authoritative economic voice for business, and ensuring that the best decisions are made to deliver sustainable economic prosperity for the area.

LAA – Local Area Agreement. It is a 3 year agreement between Central Government and a local area. The agreement sets out priority issues for local action and what partners will deliver

LSC – Learning and Skills Council. Its goal is to improve the skills of England’s young people and adults to ensure we have a workforce of world-class standard.

MAA – Multi Area Agreement. An MAA is designed to be cross-boundary LAA. It brings together key players in flexible arrangements to tackle issues that are best addressed in partnership at a regional and sub-regional level, such as skills deficits, housing market imbalances, transport links and other infrastructure projects.

SDA – Strategic Development Area

 

SEERA – South East England Regional Assembly. It is a representative voice of the region. It comprises 112 members, including elected councillors nominated by the region's local authorities. It has responsibilities in six key areas; regional planning, regional housing, regional transport, advocacy, accountability, and alignment.

 

SEEDA – South East England Development Agency. They are one of a total of nine agencies who promote regional economic development. It’s purpose is to help the region to be more competitive and reduce imbalance both between different regions and within the region

SHSEZ – South Hampshire Strategic Employment Zone

Strategic Development Areas - An area of larger-scale new development on a greenfield site

SusPurPol – Sustainable Purchasing and Planning Policy Blueprint. It is a cross-European region initiative funded under the GROW Programme of the European Union committed to devising and testing a set of common standards for purchasing and planning policies in relation to sustainable built developments

Sustainable communities places where people want to live and work, now and in the future. They meet the needs of existing and future residents, are sensitive to their environment, and contribute to a high quality of life. They are safe and inclusive, well planned, built and run, and offer equality of opportunity and good services for all

Sustainable Development - The concept of meeting the needs of the present without compromising the ability of future generations to meet their needs

TfSH – Transport for South Hampshire

Voluntary sector groups whose activities are carried out other than for profit but which are not public or local authorities. These organisations would normally be formally constituted and employ paid professional and administrative staff. They may or may not use volunteer help.

 

WRAP – Waste and Resources Action Programme. It works in partnership to encourage and enable businesses and consumers to be more efficient in their use of materials and recycle more things more often. This helps to minimise landfill, reduce carbon emissions and improve our environment
