<p>Centre for Cities have today published an independent report which looks at how the Solent LEP and PUSH can support economic growth in light of the emerging City Deal negotiations and their commitment to develop a new strategic plan for local growth for the Solent area.</p>
<p>Compiled by Centre for Cities, the report reflects on the successes and strong history of partnership working in the Solent area recognising however, that more needs to be done in these challenging economic times if the area is to 'punch above its economic weight' and succeed in its ambition to safeguard and create more jobs and homes.</p>

<p>Partnership for South Hampshire (PUSH) was amongst the invited delegates from across</p>
<p>South Hampshire attending the Solent Design Awards on 13 November 2012. This awards</p>
<p>ceremony is the second of its kind sponsored by PUSH, University of Portsmouth,</p>
<p>Construction Group Bouygues UK and the Baker Mill Foundation. The ceremony</p>
<p>celebrated good design and quality place making in a built environment and schemes that</p>
<p>were nominated were highly commended for their achievements in creating special places,</p>
<p>lifting communities and carrier spaces for daily lives. The awards were presented at a Gala</p>
<p>dinner in Portsmouth Guildhall in front of an audience of built environment specialists from</p>
<p>both the public and private sectors.</p>

<p>A new strategy to steer private sector growth, increased employment, housebuilding and other development across South Hampshire for the next fourteen years has been adopted by the Partnership for Urban South Hampshire (PUSH).The South Hampshire Strategy was approved yesterday (2 October 2012) by the PUSH Joint Committee which comprises the Leaders of the ten local authorities within the Partnership. The document sets targets for employment floorspace and new homes in each PUSH local authority looking ahead to 2026. Other topics covered include transport and other infrastructure, arts, culture and tourism, and environmental sustainability.</p>
<p>The strategy will guide the preparation of local plans by individual PUSH authorities and is seen as fulfilling their legal duty to cooperate with each other on planning issues. PUSH also intends the document to influence decision-making by other bodies and agencies such as the utility companies, public agencies, and developers.</p>

<p>The Partnership for Urban South Hampshire (PUSH) working with the Solent LEP and the University of Portsmouth have commissioned a highly significant and independent report looking at the Socio-Economic Impact Assessment of Portsmouth Naval Base (2012). The report assesses the Dockyards current economic impact and includes economic forecasts in three potential scenarios:</p>
<ol><li>Shipbuilding continues at its current level, and all aircraft carriers, destroyers and frigates are base-ported at Portsmouth. </li>
<li>Shipbuilding at Portsmouth ceases, aircraft carriers, destroyers and frigates are base-ported and carry out all deep maintenance at Portsmouth. </li>
<li>Reduction in shipbuilding occurs but no additional ships are moved to Portsmouth.</li></ol>
<p>A key finding of the report is that the Portsmouth Naval Base overall generates annually an output of 1.68bn for the local economy and it supports nearly 20,000 jobs in the sub-region. The base itself provides employment for an estimated 11,900 people in the area, 60 per cent of whom are civilian employees working for a raft of defence dependant companies and directly for the MoD.</p>
<p>Of these it is estimated that almost 77 per cent live within the local area. There are also a significant number of jobs associated with other defence companies and local Royal Naval and other MoD establishments. In addition, the base is also important to manufacturing, supporting nearly 7 per cent of all such employment in the Solent region.</p>

<p>The Partnership for Urban South Hampshire (PUSH), a partnership of local authorities working together to promote regeneration in the region, recently held an event on 15th December at the Rose Bowl, to launch its guidance on &quot;Securing training and employment through section 106 agreements&quot;. The aim of the event was to show case successful projects in south Hampshire which have used section 106 agreements to support training and employment activities in local areas and also to ensure local authorities in the area are taking a common approach. The event attracted delegates from various professional disciplines within planning and economic development officers, councillors, partner agencies, private sector planners and developers. Key note speakers included Debra Humphris, Chair of PUSH Employment Skills Board and Pro Vice Chancellor of Southampton University and Roger Stone from the National Skills Academy for Construction. </p>

<p>Creating a low carbon economy for the Solent region was the key issue for an invited audience of around 60 key leaders from business, education and government. Representatives from more than twenty business members of the Solent Local Enterprise Partnership (LEP) together with ten local councils from throughout the Solent region and Southampton and Portsmouth Universities attended the seminar entitled Creating a Solent low carbon economy. </p>
<p>The seminar, held at St Marys Stadium on 18th November 2011, Southampton, highlighted the potential and real benefits of building a low carbon or green economy through partnership working including opportunities for investment, technology, innovation and skills by using environmentally cleaner technologies and services.</p>

<p>The Partnership for Urban South Hampshire (PUSH), an organisation which promotes regeneration in the region, has recently appointment a graduate intern, Hannah Saunders, to facilitate the work of the PUSH Economic Development Panel. Hannah, a graduate of the University of Southampton, started on 19th September. Her remit will involve working collaboratively with a wide range of public and private sector organisations, and in particular with the private sector led Employment and Skills Board (ESB).</p>

<p>At its meeting in June 2011 the Joint Committee approved the PUSH Business Plan for 2011-13 and the associated Delivery Themed Action Plans. The business plan provides a robust and structured framework for developing the theme based action plans for 2011-13 and describes a direction of travel for the evolution of PUSHs governance structures leading to new structures being adopted by March 2012. The plan as a whole acknowledges the dramatic changes in the policy environment within which PUSH now operates, recognises the establishment of the Solent LEP and reflects the ambitions set out in the PUSH Economic Development Strategy. These significant changes as well as the profound impact that the recession continues to have on PUSH's long-term objectives, have led to a focus of PUSH activities and the way in which PUSH undertakes them. As well as acting as a framework for guiding PUSH activity, the business plan also acts as a foundation for the PUSH performance framework.</p>
<p>The delivery themed action plans provide a detailed set of activities and expenditure that underpin the business plan. These plans are presented, in broadly common formats, for Economic Development, Sustainability and Community Infrastructure, Housing and Planning, Quality Places and External Funding. </p>

<p>The Sub region is set to benefit from nearly 5km of new cycleway thanks to an exciting new scheme funded by the Partnership for Urban South Hampshire (PUSH), Eastleigh Borough Council and other partners. The 250,000 scheme, which will provide an important cycle route from the boroughs boundary at Weston Shore to The Quay at Hamble-le-Rice, is being delivered jointly by the funding partners along with Southampton City Council and Sustrans.</p>

<p>PUSH (the Partnership for Urban South Hampshire) on 15th June 2011, hosted a delegation of 7 Members of the European Parliament. The MEPs (Members of the European Parliament) were represented from across Europe and are also members of the Regional Development Committee. The event was organised predominantly as a fact finding visit to the UK to see projects supported by European funding in action as well as to get a better understanding of the difficulties which organisations encounter in applying for funding from Europe and how these can be overcome. The European delegates were keen to visit South Hampshire and the Isle of Wight as areas of interest, particularly as the sub region does not currently benefit from the high levels of EU funding when compared to other areas. The delegation was led by Catherine Bearder, MEP for the South East.</p>

<p>The Future Jobs Fund (FJF), sponsored by the Department for Work and Pensions, was designed to break the cycle in which many young people are trapped. Without a job young people are unable to obtain the experience they need to getting a job in the labour market. Without experience, many employers are reluctant to employ young people in their organisation. PUSH continues to work with its partners and the business community to ensure that young residents in the sub region benefit from local jobs through improved working relationships with business organisations, Higher Education and Further Education Institutions.</p>
