Housing Market Assessment

PUSH commissioned DTZ Pieda to prepare a Housing Market Assessment, the first stage of which was completed in 2005 followed by a second stage completed in October 2006, with support from CLG. The Housing Market Assessment has informed PUSH’s policies in the Sub-Regional Strategy incorporated into the South East Plan, and has helped to shape work on the Sub-Regional Housing Strategy.

The main recommendations from the Housing Market Assessment 2006 were:

  • Maximise the provision of affordable housing with a minimum quota in new developments of 30% and up to 40% on suitable sites

  • Consider the requirements of specific demographic groups – with particular focus on older persons – that will have an important influence on the way the rest of the housing market functions

  • Maintain systems for monitoring the size and type of new dwellings completed in the sub-region

  • Consider establishing a specific delivery body for the sub-region

  • Aim to provide a broader range of dwellings in all locations, using new dwellings to meet specific gaps in the housing stock, where appropriate

  • Focus on design tools as well as dwelling mix to encourage the creation of mixed communities

The Annual Market Monitoring Report monitors key indicators of the housing markets in South Hampshire. The indicators contained in these reports help inform PUSH and individual local authorities in developing policies in relation to housing and responding to market changes. Two of the 3 annual reports have been published above, the final report is expected to be published in December 2010.
