Non-Transport Infrastructure
What we do
The ultimate aim of the South Hampshire sub-regional strategy is to improve the quality of life of everyone who lives, works and spends their leisure time in the South Hampshire area. It is therefore critical to ensure that the full range of infrastructure is delivered alongside the planned development. Often the focus for infrastructure planning is on transport, but sustainable and prosperous communities need much more, including:
- Sustainable and efficient water, gas and electricity supplies
- Sound flood defences
- Health and social care facilities (GP surgeries, dentists, hospitals, health centres, care homes and so on)
- Nurseries, schools, colleges and universities
- Recycling and waste disposal facilities
- A comprehensive and accessible leisure and cultural offer, including “green spaces”
- Community and voluntary sector facilities
- Effective emergency services and criminal justice system (courts, prisons etc)
Working closely with partners across sectors, we aim to develop a clear understanding of the requirements for these areas of infrastructure and service provision in South Hampshire over the next 20 years (including bringing together work from other themes). We will then try to match existing funding to the identified needs (including “mainstream” funding from Government Departments). Where there any funding gaps we will lobby the Government to secure funding to bridge those gaps and prepare funding proposals as and when necessary.
Preliminary estimates of the implications of growth for public services and other social and community infrastructure were made in December 2005 and revised with some additional material in November 2006. These form the baseline for further engagement with service providers about planning for sustainable growth.
We intend using the analysis developed through this work to inform the development of a possible tariff approach to developer contributions in South Hampshire.
