Local Development Framework Co-ordination and Policy Development
What the project is:
A training programme comprising 10 separate whole day events, to satisfy two clear objectives:
- Skills development of officer and some members within the PUSH Authorities
- Joint policy development that will take forward the implementation of the Sub-Regional Strategy
The 10 events will focus on the following key themes:
- Co-ordination of Local Development Frameworks and Joint Policy Development
- Housing Strategy Issues
- Sustainability Policy
- Climate Change Issues
- Habitats Regulation Assessments
- Master Planning
- Urban Capacity Studies
- Sequential Policy Testing
- Transport Policy
- Development Tariffs
Background:
The emerging Sub-Regional Strategy includes policies that require a higher level of cross-authority working than has been necessary previously. These authorities acknowledge the need for a significant degree of collaboration on policy development and joint working to secure the delivery of the key development proposals set out in the Sub-Regional Strategy. Although there is a tradition of collaborative working in South Hampshire it is clear that this will need to be more effectively integrated than ever before in order to secure the best outcomes.
The key objectives of the project are to provide learning and joint working opportunities that will assist in delivering the following requirements;
- A common affordable housing policy which maximises the planning contribution from the private sector to the delivery of affordable homes
- A common sustainability policy which delivers sustainable construction within new development schemes
- Joint working on Appropriate Assessment requirements to inform the LDF process, particularly where the issues cross administrative boundaries
- Policy co-ordination of master-planning of new communities within SDA’s and Urban Extensions across local authority boundaries
- Co-ordination and implementation of development for employment and city/town centre uses taking into account strategic considerations of sequential location across the sub-region
