Skills Strategy

 

What the project is:

The work undertaken involves two key stages:

Stage one – a detailed review of the skills base and supply of learning and skills provision

This is a detailed analysis of the current skills base in the PUSH area examining overall skill levels (entry level – level 4 and above), skills by industrial sectors and skills in specific areas and for specific cohorts, particularly those who are disengaged from learning. The analysis also explores the current demand for skills by employers and the extent of the skills deficit in the PUSH area.  The purpose of this analysis is to identify the critical issues and challenges facing the PUSH area in terms of:

 

 

Stage two – adult learning and skills strategy and action plan

This leads from the identification of the critical issues and challenges in stage one. It is a strategy document which includes an agreed set of priorities supported by an overarching skills vision for PUSH. The action plan, based on these key priorities, details the activities, lead organisations, funding and timescales stating the short (1-2 years), medium (3-5 years) and long term actions (5+ years) to be done by PUSH.

Background

Research evidence drawn together by PUSH indicates that new public sector interventions are required to substantially increase skill levels, notably at Level 2 and Level 4 and above by 2026 if the growth targets for the South Hampshire economy are to be realised. The draft framework for a coastal strategy, published by SEEDA in April 2006 highlights a number of key priorities including raising educational attainment and aspirations and improving access to workplace learning for low skilled, low paid workers to enable labour market progression.
