Tipner Regeneration Project

 

What the project is:

 

Feasibility and preparatory work to support the strategic transformation and regeneration of the Tipner site.  This transformation will be achieved by:

 

 

Background:

 

The Tipner site is a key site for PUSH. It comprises 54 acre (22 hectare) of brownfield site, which is located in an urban location and forms a gateway to Portsmouth. The City Centre is located about one and a half miles to the south of the site.

 

The regeneration site currently comprises of former scrap yards, a variety of industrial buildings and lands together with a greyhound stadium. Many of the buildings and facilities are in a poor condition so that the overall appearance is one of dereliction, which severely detracts from the first visual experiences of Portsmouth in that the M275 motorway crosses the site and carries approximately 60 per cent of the traffic entering Portsmouth. The site is located adjacent to Portsmouth Harbour, which is a SSSI and overlooks former landfill sites, which are being landscaped to form new green open space.

 

It is envisaged that the regeneration site will be capable of delivering 1600 – 2000 residential units in a variety of types and densities to include affordable housing, which will make a substantial contribution to meeting the target housing numbers for South Hampshire under the South East Regional Plan; 25,000 sq m of employment space which would create 1,500 employment opportunities, a 1800 space Park and Ride facility and waterside public open space.

 

Taking into account the aspirations for the site together with the significant infrastructure costs associated with providing new flood defences, infrastructure and remediate/preparing the site for redevelopment as well as a new transport junction off of the M275 and the city council’s requirement for 30% affordable housing, ultimately this project will require significant public sector funding.  The project is to carry out feasibility and preparatory work needed to scope and design a costed programme for the regeneration of the site.
