Access to Waterfront (River Test and Itchen – Design and Scope)

 

What the project is:

 

a) Design and consultation on access implications of a reduced-size residential scheme at Royal Pier Site, including options for securing improved access to the site without compromising commercial port operations in the area.

 b) Design and consultation on a new junction on Northam Road to provide access to the Meridian and Drivers Wharf sites.

The studies will assist in scoping the funding requirement to realise the development, including the level of developer contributions.

 

Background:

 

The loss of the original proposals for the Royal Pier site at an advanced stage of the planning process created a significant problem for the city of Southampton.  It is now investigating the development potential of a number of sites, but these are likely to be more marginal in terms of the costs involved in opening them up for housing; sites at the former Meridian TV studios and Drivers Wharf (off Northam Road), as well as a scaled-down Royal Pier proposal come into this category. 

 

Although the original Royal Pier proposal for 3,500 residential units has been abandoned, there remains a realistic prospect of some level of housing being provided on the site and the City Council is currently in detailed negotiations over a reduced scheme. To enable this to happen, it is necessary to undertake improvements to the Platform Road/Town Quay route, both to facilitate access to the new housing and to reduce the potential conflicts with traffic heading for the Port through Dock Gate 4. 

At Drivers Wharf, a completely new junction is required to facilitate the development of the two sites which lie astride the strategic Northam Road route, but the estimated costs are such that neither development in its own right is likely to be able to support the cost of the scheme, so a detailed funding package and implementation programme are required.
