SHSEZ Programme Manager

 

What the position is

 

The role of SHSEZ Programme Manager has been designed to champion and drive forward the effective delivery of the South Hampshire Strategic Employment Zone and the Link Road, required to open up the sites which form the employment area, and understand and communicate its importance to the PUSH vision and strategy. The Programme Manager is responsible for programme co-ordination and management as well as providing expert high level professional and technical advice to ensure the timely delivery of the scheme as well as supporting the work on employment sites across PUSH.

 

Background

 

Withdrawals of major engineering, cable and railway industries have seen dramatic changes in the economic base of the town of Eastleigh. These changes have however led to new opportunities and the Borough, along with Hampshire County Council, is working to facilitate the regeneration of 130 hectares of land between the Airport and to the northern side of Bishopstoke Road. This area has been identified by PUSH as the South Hampshire Strategic Employment Zone (SHSEZ).

 

Comprehensive redevelopment of the site is required in a way that will maximise the benefits to the local population and the wider economy of the sub region.  Following the failure of the market to deliver the economic potential of the site, the Borough and County Council have taken a leading role in this work.  The partnership’s aim is to deliver a road scheme, to improve access, and an AAP for the area to facilitate the private sector development of the land.

 

The work involved in developing the scheme includes a detailed environmental appraisal and early indications are that mitigation land will have to be provided to offset the impact such a major project will have on the local environment. The position of Programme Manager is designed to oversee the effective delivery of this scheme.
